How often would I have to post?

Less than you think and more consistently than you expect. One useful post a month, kept up for two years, beats twelve in one quarter and then silence.

The frequency is not the hard part. The eighth month is. Almost every abandoned business blog was started by someone enthusiastic in week one, and the posts get less frequent until the most recent one is eighteen months old and visible to everyone.

Is an out-of-date blog actually harmful?

It is a signal, and not a good one. A visitor who sees the newest post is from two years ago learns something about how closely the business watches its own things.
